When an employee was quitting his job to start his own business, his employer not only did not stand in his way but also supported him with a sum of money. When an entrepreneur registered his business at an entrepreneurial park, the park provided the services and gave official seals for free. Chen Jianqiao, a new business owner, enjoyed such inclusive and supportive treatment for entrepreneurship and innovation nowadays.
Chen received his business license and official seals from the official at the "cargo work station" in Changyang Campus. "I can't believe that I can start my business so soon. I was too excited to sleep!" He told us. Once an employee of Zaojiu, a company located in the park, Chen decided to start his own business after noticing the huge opportunity in online photography business. His employer was very supportive and willing to invest in his business as a shareholder. Even more to his surprise, he got the registration procedure done just within the park.
The original official seal making process took about four to five days, from obtaining business license, to applying to the public security department and to the actual seal making at shops, and cost around 500 RMB. Since the beginning of this year, the park has reimbursed this cost and issued the official seal with the license. "This saved both the time and money of us start-ups."
After the registration, a new business owner would be occupied with recruiting, opening a social security account, seeking approval for benefits and training employees. Chen was laid back because he received a "business opening gift package" from the park when he registered. The package is a year-long human resources support paid by the park to third-party human resources management companies. Once a business is established, a HR consultant will pay a visit to walk the business owner through the process to jump start their business.
This easy access to starting a new business is only one of the results from building world-class innovation and entrepreneurship ecosystem in Yangpu District. Over the past year, the district established the "cargo work station" in Changyang Campus and provided the "government and bank" one-stop service and "no-veto" talent pipelining service to address the key areas and processes in creating a more convenient, inclusive and open business environment.
To tackle the pain points that bother the public the most, including limited case handling sites and long waiting hours, the district launched a "one-stop service at multiple locations" so that "business owners can print out a new business license within the time for drinking a cup of coffee inside the park", according to Hong Zhang, the general manager of Changyang Campus Entrepreneurial Park. The "Cargo Work Station", jointly built by the park and the District Market Administration Bureau, offers services in six areas such as business registration, annual report posting, quality and standardization guidance.
The Station has been adopted in seven national-level university technology parks. In addition, the "government to bank" one-stop service offered at 124 locations of 24 banks in the district has made it possible for businesses to register for new business and obtain compliance certificate as well as receive financial services such as bank account opening, settlement, and financing. More than 1200 cases have been completed and nearly 500 business license have been issued since the service was launched.
The district has linked its processes with the municipal master platform "Everything In a Network" to greatly reduced the amount of procedures, supporting documents, time, cost and visits needed for businesses. 100% approval procedures only require one visit the most. 94 of them do not require in-person visit and 226 of them require only one visit. Business license can be issued within one business day and 60% of the cases can be done right at the spot. Social investment projects are approved by categories and licenses are issued within one month. Real estate registration reform has been carried out and services like registration for transfer only take five business days. License for newly built residential unit delivery takes only 15 business days. Mortgage, closing, leasing and other registration can be done on the same day instead of within seven days. Administrative permission for cultural business can be obtained within the same day as well.
