　　The new speed of the "half-day certificate issuance" is just the practice of launching the "2.0 version" to optimize the business environment in Shanghai. The Yangpu District Real Estate Registration Center further the reform of the real estate registration service. A special office was opened in the central office to deal with the license issuance of factory and warehouse transfer registrations. The materials required for tax payment are delivered on the spot and the process has been changed to "Accepting and concluding the case and issuing the certificate right on the spot." This has made it much easier for companies to obtain property ownership certificate shortly.

　　"Although the time is shorter, we didn't reduce any procedures," the staff at the office told the us. "From the tax review and payment by the tax officer to the initial review and audit of the submitted materials by the staff of the trading center and to the preparation, verification and issuance of the property ownership certificate. At least 5 or 6 colleagues are involved to ensure that all processes are seamlessly linked to issue the certificate to the companies as soon as possible."

　　Before the launch of the half-day certificate issuance opening service for factory and warehouse transfer registration, the application for the registration of real estate transaction requires at least three submissions, which was reduced to one now. The application process also changed from visiting two different departments to visiting one office once. The entire processing time has been cut short from five days to half day.
