Artificial Intelligence (AI) has been recognized by countries around the world as the new engine to drive the formation of a new world order, and all developed countries have seen it as a critical pillar of their technological development. China highly values the development of AI technology, and has formulated the Development Plan for a New Generation of Artificial Intelligence in 2017. The Ministry of Education has also initiated the "Action Plan for Artificial Intelligence Innovation in Higher Education Institutions."

　　Recently, Tongji University held a seminar on the cultivation of AI talent. As one of the major initiatives by Tongji University to explore how to cultivate AI talent comprehensively, the University has partnered with the government of Yangpu District to form a primary education group, and collaborated with one of the member schools - the No. 1 High School Affiliated to Tongji University to initiate an AI innovation literacy program - the AI Innovation Experimental Class.

　　According to the expert from the Shanghai Research Institute for Intelligent Autonomous Systems led by Tongji University, currently China has an AI talent gap of over 5 million. In response to the urgent need for a vast pool of AI talent, the Institute has begun building a program called "Intelligent Science and Technology" since last year, which aims to recruit scholars and experts excelling at AI research from around the world, and cultivate exceptional young talent with both AI fundamental research and alternate application abilities. The program is going to cultivate 118 doctoral-level talent in AI in its first implementation, and some doctoral candidates have already begun their research work at the AIsland of Zhangjiang High Tech Park. Tongji University is also exploring an AI talent cultivation model that connects primary education with university programs.

　　According to Tongji University, it is impossible to cultivate AI talent only by higher education institutes. The formation of the AI Innovation Experimental Class is aimed at exploring an overall model for AI talent cultivation - "where the AI talent comes from, how to cultivate them at school, and where they will go." It's the hope that by moving university educational resources to primary and secondary schools, Tongji University can help form a chain of AI talent cultivation that starts from primary education and connects with higher education, creating a reservoir of urgently-needed talent for the country.

　　The "Tongji Plan" aims to cultivate AI talent through their education stages by integrating the philosophy of talent cultivation, fundamental courses of programs, innovation program settings, and the culture-building around the programs at different stages. An experts team formed by Tongji University will tailor-design a set of basic AI courses for students with AI innovation potential at the AI Innovation Experimental Class. Students will be divided into smaller groups, and there will be several areas of interest for them to choose, including autonomous intelligence, human-machine interaction and big data. Each area adopts the same model of project-based learning with guidance from both university supervisor and primary education expert. Tongji University is going to provide full support to the program in terms of course settings, teachers, teaching resources and other resources.
