  Theoldpeople,familymem-bersoftheoldpeopleandinstitu-tionsprovidingservicesforthemallhavetheirownpositionsandin-terestexpectations.Withoutsmoothcommunication channels, smallcomplaintsmayevolveintobigproblems.Thereisnogovernmentguidedpriceforsuchinstitutions;anypricechangecantriggerissuesamongthethreeparties. Somefamilymembersdonotunderstandpracticesoftheindustryandalwaysquestiontheservices.Thefunctionofthesupervisiontelephoneistosolvethecontradictionsatbuddingstageandprovidedirectandrapidservicesforallthesethreeparties.
