Road traffic congestion, no street behavior of store-opening by breaking wall, someone just entering unattended non-motor vehicle shed in residential quarter, unclosed anti-theft door of residential building, busy chef in a noodle shop, a new guest registering in talent apartment... In Kongjiang Road Community of Yangpu District, various sensors, like "neuron" endings, perceive the community in an all-round manner, and transmit the data to Grid Center. Grid Center as the "community brain", can monitor, think, and "dispatch order" with the aid of big data and artificial intelligence technology.
On March 21st, in the Urban Integrated Management Command Center of Kongjiang Road Sub-district, the "community brain" is busy working. On the 3D real map covering 2.15 km2 of Kongjiang Road Community, terminal signals of more than 20,000 intelligent sensors keep flashing, and 28 kinds of application scenario analysis data are constantly updated, to clearly reveal the traffic flow, pedestrian flow, fire prevention, environmental monitoring status of residential quarter. Beside the console, four staffs are watching the screen, while switching the video.
Since 2017, Kongjiang Road Sub-district has firstly implemented the application based on Administration of Radio Film and Television NGB-W IOT nationwide, as well as three projects of neuron, community brain and process reconstruction, and developed working mode of supporting fine management by means of intelligence. Since Q4 2017, the 110 indoor burglary, prostitution and gambling case report in Kongjiang District has declined by 80% over the same period last year.
Kongjiang Road Sub-district has established "4 Pieces" of quarter access in closed residential areas (face recognition HD probe, infrared sensor human count indicator, motor vehicle access control, large smart screen), "3 Pieces" of building access (magnetometer monitoring, 2D code door-opening, electronic patrol), "3+ Pieces" of home access (remote meter-reading, gas leakage alarm, single elderly life detection and other public service detectors), "7 Pieces" of non-motor vehicle shed (including 3 Pieces of entering door: fingerprint, 2D code, card sweeping; 3 Pieces of fire prevention: smoke detection, electric arc elimination, intelligent charging, plus one set of HD probe). Meanwhile, a number of sensors, wireless probes and electronic noses are also set up in public elevators, restaurants, public toilets. At present, magnetometer, smoke sensor and some other sensors have covered all 25 residential committees and 61 quarters in Kongjiang District.
If manhole cover is moved, the horizontal sensor will prompt immediately; if the smog concentration is high, the smog detector will alarm. "Community brain can monitor real-time state of gateway and sensor; more than 16,000 sensors are not checked by human one by one, but rely on the "brain" to monitor, and automatically call the police, in case of abnormal data." Kongjiang Road Sub-district Office Director Liu Peng said. 28 sensors all have an alarm value, and the "brain" monitors this value, with early warning if reaching it. Besides, all monitoring results are displayed on the 3D grid center map in a simulated way. Through the 3D image captured by UAV, data visualization is achieved, while browsing the real-time community management condition and status quo, enquiring, analyzing and invoking management data and information.
In addition to monitoring data, the "community brain" will also think. Since involvement of "smart public security", under support of big public security data, the community brain has turned "smarter". Recently, HD probe of Shuangyang Ercun Jinyuan Jiayuan found a person with criminal record acting in the community, to effectively prevent occurrence of theft cases.
The community brain transfers data to big database of the Municipal Public Security Bureau, which can compare with the "neuron"-perceived data, like a child mastering profound knowledge at a time. Previously, for the people into the quarter, even if witnessed by the HD face recognition probe at the entrance, it failed to recognize; now all information captured by these probes are delivered to the "brain", and based on the public security database, it can identify whether they are fugitive, highly-focused staff, or have criminal record but not living in the quarter, etc.
Kongjiang Road Sub-district is currently linked with the 610 database and the anti-drug database of Municipal Comprehensive Management Office, and will connect with the data of other law enforcement agencies in the future, so that the brain will learn in depth, constantly upgrade and improve intelligence.
"Community brain" is also an indefatigable "dispatcher", to "dispatch" relevant alarm information to the responsible unit in time, as per set program. Among 1811 anti-theft doors, if a door is unclosed for 5 minutes, it immediately sends alarm information to the comprehensive management platform of Resident Committee; among 8000 smoke sensors, if one senses the smoke concentration beyond standard, and the temperature sensor detects the fire, it immediately reports to the fire prevention department; if the store with "criminal record" operates outside the venue, wireless monitor will capture it, and the brain immediately dispatches the order to the Urban Management Squadron.
Smart city represents new development philosophy and governance pattern, and will become the trend for a new round of global and urban growth.
