Yinhang Sub-district Neighborhood Center at Kailu Road has taken on a new look. The originally dilapidated stone brick road at the doorway, overgrown green belt and dirty and messy non-motorized parking area "transformed overnight" into new plastic cement road, lush flower beds and a long kids' slide.
This is a part of Yangpu 2022 District Government Practical Project, led by Yangpu District Office. In the meantime, 7 neighborhood centers, including Miyun Community Neighborhood Center, Meizhou Road Community Neighborhood Center and Zhengli 2nd Community Neighborhood Center, have also undergone spatial micro-reform, providing more diverse public cultural services to residents.
Main reform area of Yinhang Sub-district Neighborhood Center is outdoor space, only a "board" away from the next-door community, with small area, narrow and long landform. Once upon a time, a row of bulletin boards stood here, but not many residents back and forth.
After reform, the re-paved plastic cement ground consists of four colors red, yellow, blue and green, vivid and bright, somewhat protecting children from injury when running. The landmark LOGO installation of letters Y and H stands in the middle, symbolizing "Yinhang". The in-depth orange staircase leads to interior room of the second floor, with a yellow slide nearby for kids to play.
"This project was planned to launch since early 2022, but delayed for a few months due to the epidemic, formally started in November, and the reconstruction has now completed." The head of center told reporter, "Main service groups of the neighborhood center are the elderly and children, and children need a large outdoor activity space to stretch out and play easily. So we decide to focus on reforming the outdoor site of neighborhood center and forge it into a kid-friendly mini playground."
In contrast, Meizhou Road Community Neighborhood Center within the jurisdictional area of Daqiao Sub-district had an entirely different reform appeal. Many residents reflected about improper interior space planning, as people coming to read books and newspapers often shared the same table with those playing cards and entertaining, "dynamic and static" unseparated, and the experience was not comfortable. Additionally, many rooms were inadequately lighted, but it was energy-consuming to turn on lights all the day.
Therefore, in the secondary design, the head laid stress on functional planning, and divided into different spaces such as self-study meeting room, multi-functional open space, shared kitchen, open workshop, community stage and more, providing unique indulgence for residents at different ages. Especially in the multi-functional open space, bookcases, seats, sofas and other furniture were placed flexibly, and overall layout was changeable at any time, adapted to changing needs of activities, and rendering more possibilities in the future.
In terms of lighting, the staff removed the frosted films of streetside windows, and brought in natural light to straighten integration and connectivity of indoor and outdoor blocks.
The "tailor-made" reform program is built on the reformer's overall understanding of the site entity. Before this round of spatial micro-reform, Yangpu District Office mastered opinions and suggestions of the masses and shaped general implementation program, based on evaluation of neighborhood center throughout the district over the years on one hand, and paid field visits to each neighborhood center on the other hand, giving rise to personalized needs, so as to achieve "one program per location".
Reform is never figured out by "a pat on the head". Yangpu is always engaged in realizing "three area linkages of campus, park and community", and infusing professional force into community construction.
During this reform, Yangpu District Office invited a disciplinary team of Tongji University to design reform program for four locations of Miyun Community Neighborhood Center, Meizhou Road Community Neighborhood Center, Yinhang Sub-district Community Neighborhood Center and Zhengli 2nd Community Neighborhood Center, thus creating "space aesthetics" using scientific system and professional force.
Furthermore, revolving around the philosophy of "co-construction, co-governance and co-sharing", Yangpu has extensively mobilized various parties to involve in pushing forward the project.
The reporter learned that in order to highlight continuity and scalability of service efficiency, District Office also compiled Guidelines for Standardized Construction of Yangpu District Community Neighborhood Center Complex Space (& Service) Design, together with Tongji University, from the perspective of design aesthetics and livable space, with this spatial micro-update as an example. The Guidelines integrates design mentality and social innovation philosophy, targets at overall positioning and development of community neighborhood center in the future, sets forth corresponding design guiding principles for common elements such as the complex space and daily use, ecological space and healthy community, all-age friendly indoor and outdoor space, visual image and navigation system, color, material and lighting, community governance and digital neighborhood service system, etc., and serves as a replicable instructive standard for optimized space design of other community neighborhood centers in the next step. Yangpu Community Neighborhood Center is run by social organization, inviting general public to participate in self-governance from the bottom up, and 60 community neighborhood centers have been built since the first one was opened in 2009, acclaimed as "clubhouse at the doorstep" by ordinary people, thanks to the high-quality outstanding experience.
