Shanghai's Fuxing Island recently launched an OPC "super individual" community in a minimalist setting. Beneath weathered shipyard cranes and inside cavernous factory warehouses, entrepreneurs gathered to mark the opening of the new space.
At the launch event, Yangpu District released 10 measures to support the initiative. The policies focus on investing in people, strengthening technology support, and integrating services to foster the OPC community, AI-driven one-person businesses, and a wider network of ecosystem partners.
Rise of the "cyber sole trader"
For Tian Shuyun, founder of Shanghai Wusuan Guangnian, the entire business fits into a computer, a room, and a few servers. He left his job at an internet company in 2024 to start a venture developing an AI tool for image and video generation. The product integrates multiple AI image and language models into a single workspace, enabling users to create visual content locally. The company has just two full-time employees. Other work is handled by part-time contributors working alongside a range of AI agents.
OPC, short for "one-person company," allows a single individual to build an innovation team and independently carry a project from concept to delivery. Tian said that as AI becomes increasingly capable of writing code, a team of four, including a product manager, a front-end developer, a back-end developer and a tester, can complete the full development and operation of a product. The startup, run by two founders, generated more than 1 million yuan in revenue last year. Tian describes himself as a "cyber sole trader." His team members are spread across different locations, and almost the entire production process takes place online.
Artificial intelligence is also lowering the barriers to entrepreneurship. With just a smartphone or a computer, it is now possible to start a business. Zhou Wenyi, general manager of Shanghai Fengniao Technology, said the company's AI agents enable beginners with no prior experience to create short dramas or animated series. In production, creators can start with a spark of an idea. From there, AI agents act as digital staff across the entire workflow, including script generation, storyboard image creation, video production, audio generation and editing, allowing users to produce fully structured content. Once completed, the full AI toolchain can also support the entire process from creation to commercialization.
Building a sense of community for "one-person companies"
If OPC entrepreneurs only need "a computer and a room," why create a dedicated community for them?
An entrepreneur known as Sanqin, a seasoned developer in the field of AI agents, offers one answer. During this year's Spring Festival, he used his self-developed agents to build a mini-program called "Dinner Party Playbook." It helps users navigate common social dilemmas at holiday gatherings, such as seating arrangements across regions and how to propose toasts to different guests. He built the entire app on his own in just two days.
Despite the strong potential of one-person companies, solo founders face multiple challenges. Today, their expectations for the OPC community fall into two main areas. Online, they look for access to core AI infrastructure such as computing power, large models and intelligent agents. Offline, they seek a community environment that sparks ideas and creativity.
"Exchanging ideas and learning from others is essential for OPC entrepreneurs," said Lu Ji, Shanghai lead of the WaytoAGI community. After leaving the traditional design industry, he founded his own OPC venture. He said his experience engaging with peers in developer communities played a key role in his journey.
In addition to running his own business, Lu also helps manage the developer community and has organized several offline events in Shanghai. He hopes the Fuxing Island OPC community will host more such activities, allowing entrepreneurs to learn from one another and grow together.
Round-the-clock support for entrepreneurs
The Fuxing Island OPC community will build on the island's unique location to bring together policies, technology, infrastructure and services, offering resident entrepreneurs one-stop, tailored support. The goal is to free founders from distractions so they can focus on innovation and growth.
Zhang Tianwei, director of the Yangpu District Development and Reform Commission, said the initiative is designed around the core needs of OPC entrepreneurs and reflects Yangpu's commitment to providing round-the-clock, high-quality services. On the talent side, the district will offer apartments priced at under 1,000 yuan per person per month and open fast-track residency channels to help entrepreneurs settle in Yangpu. It also plans to foster a strong startup community, with weekly events and monthly competitions, creating an environment where who you build with matters as much as where you build.
On the technology front, a full-cycle incubation model will be introduced, covering mentorship, capability building and ongoing support. The community will provide unified access to AI toolkits, vertical AI agents and token-based services. Financial support of up to 10 million yuan, 10 million yuan and 20 million yuan will be available for related investments, helping lower technical barriers for businesses. Companies can also receive up to 200,000 yuan per year through innovation vouchers to purchase approved professional services. A network of expert mentors will be established, and leading tech firms will be encouraged to bring in service teams offering training and resource connections, with support of up to 10 million yuan.
On the services side, a dedicated OPC section will be added to the government's online service platform, offering free tax agency and bookkeeping services, along with access to legal and HR support through partnerships with major companies. Startups will be able to move into fully equipped offices, with rent and property fees waived in the first year. Leveraging its role as one of Shanghai's first equity investment clusters, Yangpu will guide capital toward early-stage, small and high-tech ventures. Volcano Engine has also launched the "Co-Creator" program, focusing on three key growth sectors and building an integrated ecosystem, with four major subsidy measures to support rapid development of OPC entrepreneurs.
"With Yangpu's policy support and Volcano Engine's technological backing, I feel confident about the road ahead," said one OPC entrepreneur. "I plan to join the community and make the most of these resources to grow my business and pursue my goals." (Source: Jiefang Daily)
