Yangpu District Market Supervision Bureau has recently issued the newly launched “Three-in-one; One Code for One License” business licenses to the first batch of enterprises, marking the official start of the business registry system reform in the district.

　　The biggest advantage of implementation of the “Three-in-One” registry system is to best facilitate applicants. In the past, applicants need to present multiple copies of forms that request a lot of redundant information. According to the requirement of “one window accepts the application and is responsible for communication and information sharing”, a window offering comprehensive services for the “Three-in-One” business registry has been set up in the administrative service center. The window consolidates all registry forms, optimizes registry flow, and publishes registry conditions, work flow and timeline for handling the cases. The center has also printed and distributed registry demos and service guidelines to further simplify registry review. The applicants can complete all the procedures and get the business licenses in five working days.

　　Mr. Jiang who deals in fresh food is among the first batch of representatives who have won the new business licenses. He has made applications for a few times and was surprised to get the new business license for quickly and conveniently this time.

　　“I am a supplier to vegetable markets. I submitted the materials in the end of September and was surprised to get the telephone call during the National Day holiday, informing me to come to get the ‘Three-in-One’ certificates today,” he said. “In the past, it would take more than one month to complete the whole procedure. Now everything is ready in a minute. I can go to the bank to open an account afterwards. There is enough time for me to file my financial report for this month.” He only filled in one month at the window that day, spending more than ten minutes including making copies for necessary documents.

　　“Three-in-One” registry system means that applicants can now apply through the same window for three certificates, i.e., business licenses that are issued by the industrial and commercial administration, the organizational code certificate that are issued by the quality supervision authority, and the taxation registry certificate that are issued by the tax bureau. In the past, the three certificates had to be applied separately. Market supervision authority now can issue the business license that is integrated with the unified social credit code, i.e., “One Code for One License”.

　　“One Code for One License” business license is just like the ID card of the enterprise that can prove its identity to government agencies, finance and insurance institutions and handle seal making, tax paying, account opening and social security issues. The license is acknowledged by all the agencies and institutions throughout the country.

　　Starting from October 8 this year, all enterprises and farmer cooperatives will adopt the “Three-in-One” and “One Code for One License” business registry model. When they change the cooperate market entity, their former business licenses, organizational code certificates and taxation certificates will be collected and changed with “One Code for One License” business license. The existing business licenses, organizational code certificates and taxation certificates are valid till December 31 2017. During this period, applicants are encouraged to get the “One Code for One License”.

　　Starting from January 2018, the business license integrated with the unified code will become the solely dominant business license while all former certificates will become invalid.

　　In 2015, Yangpu District Market Supervision Bureau has been promoting business system reform, implementing a series of reform practices such as the registry system reform in all aspects, “code after certificate”, “Three-in-One; One Code for One Certificate” business registry. The purpose is to further lower the threshold, break the walls and build passages for enterprises and build the service platform for mass?entrepreneurship and?innovation, reducing social cost and administrative cost to the largest extent. According to the principal of the bureau, Yangpu is to further reinforce databank construction based on concerted treatment, actively build the information sharing platform for “Three-in-One” initiative, cutting the workload for both market entities and supervision agencies, releasing reform bonus to the largest extent.
