Yangpu District Public Security Bureau has recently launched the first motorcycle task force with 20 fully-armed special police officers patrolling the streets by motorcycle. This is also the first task force of special police riding motorcycles and armed with guns in Shanghai. The task force will patrol around and set up posts to check the densely populated areas including Wujiachang, Anshan Shopping Circle, Fudan, Tongji and the Grade-A hospitals in the prefecture.
As introduced, the party committee of Shanghai Municipal Public Security Administration made the requirements to professionalize the armed “webs” to handle emergencies and improve the overall capability to handle emergencies of the society. Accordingly in October, Yangpu District Public Security Bureau started to take actions and set up the motorcycle task force based on the construction of a special task force. As an armed force in addition to the “three webs,” the motorcycle task force is made up of 20 backbone police officers selected from each police station in the district. Each police officer is equipped with one police motorcycle. Besides regular arms, each special police officer is equipped with arm shields with backward hooks and one 10 mm runner anti-riot gun. Meanwhile, based on the actual situations of Yangpu and job descriptions, each special police officer has received comprehensive training and reinforcement on street checks, motorcycle driving, capturing control and simulated case handling.
The founding of the task force will effectively improve the capability of Yangpu handing emergencies, increase police appearance rate on the street and reinforce the deterrence of the police, which is also an important component of Yangpu in the construction of its vertical social security system. “The motorcycle task force is an addition to the existing special task force. As it is more flexible and mobile, the motorcycle task force can ensure timely response to emergencies and arrival to the scene, generating ladder effect with the backup forces which will arrive later. It will effectively improve the capability to handle emergencies in the district,” said Lu Chundi, leader of Yangpu District Motorcycle Task Force. The task force will work on teams, four officers on each team, reinforcing the discovering and checking of suspicious vehicles, people and materials on the streets. In this way, the task force patrolling on the street can make sure rapid response to emergencies and ensure social safety.
The motorcycle task force answers to the public security headquarters in daily life. When receiving the call, the task force can arrive to the scene quickly and generate effective and concerted force with armed patrol officers of the police stations, armed special police officers, special task force and joint patrol of the armed police of the public security bureau. In this way, there are armed forces 24 hours available covering all streets of the Yangpu, which further improves the vertical social security system of the district.
