The "Government-Bank Connectivity" is designed to establish information sharing and service interaction between government bodies and banks. At the "Government-Bank Connectivity" sites in bank branches, companies can deal with market supervision matters such as business registration, annual reports, and certification of compliance, as well as finance issues such as bank account opening, settlement, financing, public trade consultation, and cross-border services. In the future, with future cooperation with economic parks, "Government-Bank Connectivity" sites will also be able to carry out official seal engraving and park settlement.
After four months of piloting, Yangpu's "Government-Bank Connectivity" project was officially launched. On the same day, Yangpu also released the first district-level standard in China, the Construction and Service Standards of the Government-Bank Connectivity".
In the past, when a company was to start business, it had to first visit the market supervision administrative service center to apply for a business license, then the seal carving unit for the official seal, and finally to the bank to open an account.
Last December last year, Yangpu District learned the experience of Jiangsu and Zhejiang provinces; on January 2 this year, Yangpu's Market Supervision Bureau and ICBC entered into cooperation to establish the first company service site, listed by the Market Supervision Bureau, at Yangpu Branch of Industrial and Commercial Bank of China, No. 383 Songhu Road. The Shanghai Rural Commercial Bank was later also engaged in the pilot program.
The service site integrates a series of operations that had to be handled from various windows, which not only combines business license and account opening in one venue, but also offers a simultaneous approval process instead of the previous chronical one, transferring a chain of procedures into a simultaneous process so as to save the cost of traveling back and forth between multiple windows such as administrative service centers and banks for companies. With the launch of the "one-window" online application platform for new business, led by the Shanghai Municipal Bureau of Industry and Commerce, the time for starting a business is now shortened from 22 days to 5 days.
In the past months of the pilot program, more than 200 investors have consulted at the service sites of ICBC and SRCB to learn about the "Government-Bank Connectivity", and more than 120 companies have enjoyed the convenient services of "Government-Bank Connectivity". Wang Yusong, president of the ICBC Yangpu Branch, told reporters that the government-bank cooperation has also led to an expansion of customer channels and businesses. "A lot of companies have not only come for the opening of the business, but also for other transactions such as account opening, credit card, wealth management, and employee benefits." Since the "Government-Bank Connectivity" service site was opened, the number of new bank accounts has been increased, the number of customer access channels has been expanded, and the coverage and service capabilities have also been greatly improved. The District Market Supervision Bureau has also entered into discussion with Agricultural Bank of China, Bank of China, China Construction Bank, Bank of Communications, Bank of Shanghai, China Merchants Bank, Ping An Bank and China CITIC Bank, as a result of which each bank would transform one of their branches into the "Government-Bank Connectivity" site, so as to achieve a full and balanced coverage within the district.
With the full launch of the "Government-Bank Connectivity" project, the service sites have expanded to 10 banks. In the next step, Yangpu will promote all the bank branches in the region to handle the "Government-Bank Connectivity" service, allowing entrepreneurs to complete all necessary steps with just a few minutes right within easy access from their homes.
To integrate services is not just about opening a counter and putting on a board; it requires standards in terms of the cooperation between the government and the bank and of a unified service flow. The Yangpu Market Supervision Bureau, who proposed to establish such standards, engaged banks, market entities and industry experts in visits, investigations, seminars, experience summary of the pilot branches, project approval, project announcement and expert certification procedures, released the first district-level standard in China, the Construction and Service Standards of the Government-Bank Connectivity", to guide and standardize the "Government-Bank Connectivity" service.
In the Construction and Service Standards of the Government-Bank Connectivity", there are 7 chapters and 58 items, covering service principles, service contents, service locations and service personnel, where specific requirements are raised for hardware and services at service sites. In order to ensure that the services are of standard, each bank is required to send employees to the Yangpu Market Supervision Bureau for systematic business training, where each employ is assigned a tutor in the one-on-one form; such employees are allowed to practice such services only after qualifying the real-world drills" at the Market Supervision Bureau's window.
At present, the above 10 banks have completed the training of staff in for the "Government-Bank Connectivity" service, set up special venues for such services, arranged the facilities, and completed the adjustment to officially launch their "Government-Bank Connectivity" service.
