　　What if a project is delayed and acceptance inspection is overdue? What if the examination and approval process cannot be done within the given time?

　　Since June, the Engineering Construction Projects Approval and Review Center of Yangpu District, together with the Office of Major Projects Advancement Group, Construction and Management Commission and Planning and Natural Resources Bureau of Yangpu District, has been doing everything possible to bail out relevant enterprises and help them make up for the precious time wasted due to the COVID-19 pandemic on the basis of Reform 4.0, with focus on the reform of engineering construction projects examination and approval system and with pre-approval and construction facilitation of major engineering projects as the working carrier.

　　The B-Link Phase-2 Commerce and Office Project in Yangpu District is a large commerce and office complex to be built by Shanghai Baodimingzhu Makerspace Management Co.., Ltd. (an affiliate of Baowu Group) with total investment of RMB6.6 billion, whose gross floor area will exceed 250,000m2. Upon its completion, the project will have industry leaders like Meituan, Dewu, Ford and Ouyeel as its corporate tenants and grow into a major carrier project of Yangpu "Changyang Xiudai" Online New Economy Ecological Park.

　　According to an original plan, the project should have been completed and delivered this April. However, due to the requirements of epidemic prevention and control, it was suspended in mid and late March. The project leader of the construction unit was rather anxious. If the project cannot be delivered on time, this will materially and adversely affect the performance of enterprise contracts and subsequent relocation and settlement of customers.

　　Having learned of this situation, Engineering Construction Projects Approval and Review Center of Yangpu District worked with the District Construction and Management Commission to fully support and guide enterprises to carry out normalized epidemic prevention and control conscientiously, and it also worked with the Office of Major Projects Advancement Group of Yangpu District to lead the coordination of the close-out and completion acceptance after resumption of the project.

　　If the overall completion acceptance of the whole project is delayed by any unit work other than those works affected by the pandemic, the trial implementation of separate completion acceptance of unit works that have met the use functions was put forward. On the basis of the commitment of the construction unit, the relevant functional departments will check the acceptance of project quality, fire protection and planning resources in advance. If the acceptance requirements are basically met, the foregoing departments will issue an industrial review opinion on early acceptance of unit works so as to provide a basis for the secondary decoration procedure of the project's subsequent customers.

　　This measure not just helped the project construction unit solve the problem of construction delay caused by the epidemic, but made time for secondary decoration by subsequent tenants. This saved nearly two months compared with the conventional approval process and received unanimous praise from all parties to the project.

　　The advancement of major projects is undoubtedly an important method of boosting the economy. The Engineering Construction Projects Approval and Review Center of Yangpu District joined hands with the Office of Major Projects Advancement Group of Yangpu District to make a detailed list of major projects newly started within the current year. For major projects that should have been started in the first half of this year according to original plans, these departments strengthened coordination of project implementation according to the requirement of sticking to original project nodes.

　　The project of BiliBili New Generation Industrial Park is a key carrier project of online new economy in Yangpu riverside area. It will be developed and constructed by Shanghai Huanan Bicheng Industrial Co., Ltd. with a total investment of RMB19.8 billion and gross floor area of more than 780,000m2. Upon its completion, the project will become the global headquarters of BiliBili, a leading online new economy enterprise and play a vital role in regional industrial positioning and upgrading.

　　In order to minimize the impact of the epidemic, the district approval and review center together with the district planning and resources bureau held many online expert review meetings and project coordination meetings during the lockdown period in a bid to finalize project planning schemes as soon as possible. As from the beginning of June, these two departments did the back scheduling and actively contacted the municipal approval departments to secure maximum support.

　　In the meantime, on the basis of the "pile foundation goes first" initiative as part of the reform 4.0, the approval scope of the construction permit commitment system of engineering projects was further expanded. For the online new economic functional projects in the riverside area, the practice of including foundation pit support engineering in the scope of the pile engineering construction permit in advance was explored and tried out. When the conditions for expert review and construction drawing review of foundation pit supporting structure are met and construction safety of foundation pits is ensured, the foregoing practice paves the way for reasonable arrangement for project construction and accelerated construction progress. On June 28, after receipt of the official approval of the planning scheme, the project was commenced smoothly upon submission of an application for construction permit, completion of review of construction drawings and receipt of construction permit on the same day.

　　At present, the construction of headquarter projects including BiliBili, Meituan, China Energy Conservation and Environmental Protection Group (CECEP) and China Communications Construction Company Limited is in full swing in Yangpu riverside area. Additionally, the commencement of projects like Douyin, Hopson and Yangshupu Power Plant will be accelerated. A passionate "Changyang Show Belt" has been emerging.
