Ms Wang living in Yangpu District has recently found it is possible to get non-essential drugs with zero uptick at Pingliang Community Health Service Center.
Drugs with zero uptick means drugs sold at the purchase price without adding profit. The hospitals can get the profit from governmental subsidies. Shanghai has expanded the list of such drugs from 844 kinds to 874 kinds. Community health service center prescribes its medical and drug demands based on family doctors agreements. Besides drugs on the national and municipal essential drug lists (EDL), the center can also choose no more than 30 kinds of drugs within medical insurance category and sell them with zero uptick. Pingliang Community Health Service Center has now 496 kinds of drugs, including 466 essential drugs and 30 kinds of drugs beyond the EDL. Pingliang adopts the policy of zero uptick, selling the drugs at the purchase price.
According to the related principal of the drug warehouse of the health service center, the EDL drugs cannot fully meet the demand of patients, particularly in pediatrics and gynecological departments. “The cough syrup produced by STADA Pharmaceutical Company and Fuyinjie, a washing lotion for women, are both popular drugs that are not included in EDL. After there is the policy to allow community hospitals to expand the list, we can choose some drugs that are not in the EDL based on our own requirements and guarantee our supply.”
