The Yangtze River Delta region is one of the divers for China's economic development, but there are administrative barriers between cities within this region due to different industry policies that prevent research and development funding from crossing the Yangtze River. In response to the problem, Yiquantong or One Pass, an integrated service platform established by the Association of the Yangtze River Delta Region "Crowd Entrepreneurship and Innovation" Model Bases that issues coupon to businesses, officially went online.
The coupon is a policy instrument that is backed by government funding with a capital pool totaled at 20 million Yuan and enables cross-region procurement and will be implemented on a trial basis in four districts. The coupon is in digital form and can be applied for and used by businesses upon received and cashed by service suppliers. The four districts are Yangpu, Shanghai, Wujin, Changzhou, Nanhu, Jiaxing and the High-tech Industrial Development Zone, Hefei, qualified businesses within these districts can enjoy an annual credit line of up to 100,000 Yuan.
Yiquantong is operated by the National Eastern Tech-transfer Center, which provides one-stop online services for businesses to apply for, use and cash the coupon. According to Shen Yuan, the director for operation of the coupon at the Center, the site also provides services like business profiling, organization profiling, online assessment, online transactions of products and services, and data mining and analysis. Currently there has been 100 service organizations that plan to sign up to provide services in seven categories for businesses, including intellectual property, technology research and development, inspection and testing, technology transfer, technology and finance, personnel training, and entrepreneurship and innovation.
