Yangpu District has recently been approved by the China Association for Science and Technology as one of the first 22 "Innovation China" trial cities or districts. As the only trial district of Shanghai, Yangpu District this year will innovate itself as a model of technology-fueled economy focused on technology trading, leveraging its strengths around major industries within the district.
Yangpu District is the home to a cluster of higher education institutions and research institutes, including Fudan University, Tongji University, the University of Shanghai for Science and Technology, Shanghai Ocean University and many more. Higher education institutions have long been the source of technological innovation, and backed by fiscal funding to start projects and produce outcomes. How are these outcomes traded? How to determine their ownerships and prices? These are the questions that must be answered if technologies are to be industrialized, as technology trading is crucial to the transferring of technological outcomes.
To attack these "pain spots," according to the District Association for Science and Technology, Yang District has partnered with the Shanghai Technology Exchange and National Eastern Tech-transfer Center to build within the district an economy propelled by technology development, with technology trading at its very core. The specifics are: signing research outcome management agreements with higher education institutions and technological research institutes, mining high-quality technological outcomes, designing technological outcome bank mini-program, introducing online road show platform, promoting practical technologies both online and offline, and lectures and straining, creating an online-offline technology trading ecosystem.
Yangpu District also plans to build regional innovation and collaborative innovation organizations. Currently, it has already had the Association of the Yangtze River Delta Region "Crowd Entrepreneurship and Innovation" Model Bases, which issues a coupon that enables cross-region procurement to businesses in four districts on a trial basis: Yangpu District, Shanghai, Wujin District of Changzhou City, Jiangsu Province, Nanhu District of Jiaxing City, Zhejiang Province, and the High-tech Industrial Development Zone of Hefei City, Anhui Province. The coupon can be used and cashed in other districts, which will further the sharing of technology resources and synthesized innovation and development within the Yangtze River Delta region. At the same time, with Tongji University, the University of Shanghai for Science and Technology, and Shanghai Ocean University as its foundation, Yangpu District will focus on the development of three areas: Artificial Intelligence, Artificial Manufacturing, and BioTechnology, and collaborate with national and local associations to facilitate cross-industry partnerships between companies and service organizations, providing services for transferring technological outcomes, helping local organizations introduce talent and technology, helping businesses achieve technological and industrial upgrading, and promoting the clusterization of industrial chains.
