The Shanghai Technology Exchange has been officially introduced into Yangpu, with the first batch of technological achievements to be listed in August. On July 15, the Exchange signed a cooperation agreement in the Shanghai Science Hall through means of telecommunication with the Academic Department of the China Association for Science and Technology (CAST) to jointly develop the "China Science & Innovation" platform, aiming to introduce "technology brokerages" to empower the commercialization of technological achievements.
As one of the two licensed exchanges in the country that carry out technology-based trading, the Shanghai Technology Exchange mainly engages in technology transfer and trading businesses.
During the epidemic this year, the Exchange helped a hospital to promptly commercialize its innovation by assisting in the design of transaction methods and providing services such as trading and listing announcement.
At the beginning of this year, Wu Jiajun, an emergency physician at the Ninth People's Hospital Affiliated to Shanghai Jiaotong University's School of Medicine, was participating in the treatment of Covind-19 patients and found that front-line medical staff needed splash protection when performing invasive operations and sputum suction. For that purpose, a joint R&D team was set up for the development of anti-splash device.
On February 20th, the hospital contacted the Exchange to seek enterprises for the production of the device; on the 21st, the "disposable anti-splash towel" project was granted an application number for the national intellectual property utility model patent; on the 22nd, the trial production of the first sample was completed; on the 23rd, more than 10 volunteers went to the manufacturer to participate in the trial production of the first batch of the isolation towels; on the 24th, the first batch of 100 trial products arrived at the front line for medical staff to try out, and achieved expected protective results.
To promote the commercialization of the "disposable anti-splash towel", the hospital agreed to grant use of the patent for national public health emergencies free of charge during the epidemic period to achieve fast commercialization and support the front line anti-epidemic efforts. And the patent license agreement can be signed with the licensee after the epidemic is over.
On March 2, 2020, the Exchange announced the commercialization of the achievements for this technology involving 6 patents. The commercializing parties are Juyi Technology (Shanghai) Co., Ltd., Suzhou Botai'an Biological Technology Co., Ltd., Shenzhen Songzi Biological Technology Co., Ltd. Company, and Shanghai Guosong Medical Technology Co., Ltd.
"The biggest difference between technology trading and general product trading is that technology is unique and non-standard." Lu Jijun, head of the Yangpu demonstration project of the Shanghai Technology Exchange, told reporters, "Therefore, technology exchanges need to introduce a series of professional services institutions, namely technology brokerage firms, to provide a series of services ranging from achievements evaluation, technical audit, and supply and demand matching, to achievements promotion and listing."
"The Shanghai Technology Exchange signed an agreement with the CAST to utilize the latter's resources," said Lu Jijun. The CAST has more than 200 national-level societies and many well-known experts and scholars covering all disciplines in the field of natural sciences. "On one hand, these experts in various fields have undoubtedly the most say in judging the quality of an achievement. On the other hand, they also have a lot of high-quality technological achievement resources on their hands, which need to be commercialized. But how to trade the technologies on a standardized and open platform? The Shanghai Technology Exchange can provide them with these back-end services."
"The introduction of the Shanghai Technology Exchange will serve as the source of innovation in Yangpu District and provide broader development space for the construction of a science and technology resource element market." Relevant officials of Yangpu District said that Yangpu, as the first batch of pilot urban districts for "China Science & Innovation", will give full play to its foundation of and advantages in technology market and innovation and entrepreneurship ecology, guide high-quality technology projects in accessing the market, actively explore the technology and economic integration with technology transactions as the core, and empower the development of industry chains.
