On November 15, the Yangpu social organization information evaluation management system of "Easecom" Version 1.0 was officially released online at the Development Base of Yangpu Social Organization Headquarter, which is a beneficial attempt for the District Civil Affairs Bureau to enhance the social organization management service efficacy by means of science and technology.
How can social organization change working method and improve the efficacy of involving in social governance? According to introduction, as the work of government purchasing social organization service is continuously pushed forward, the service quality for governmental purchase of social service projects will not only directly affect the public availability of high-quality public services, but also directly affect the performance of financial funds. However, in practice, many loopholes still exist; for example, social organizations strenuously make ledger accounts, project progress are not followed up promptly, and purchasing entities fail to understand the project throughout the operational process. To this end, the District Civil Affairs Bureau has developed a social organization information evaluation management system, so as to facilitate self-supervision of social organization operation, performance evaluation of purchasing entities, specialized supervision process follow-up, service target feedback evaluation, etc, under the support of information technology.
This system has undergone trial operation in 12 social organizations within the district at the initial stage. The person in charge of Shanghai Renyu Social Affairs Service Center told the reporter that the traditional paper ledger had the defects of uneasy storage and safekeeping, sloppy handwriting and so on, but "Easecom" bears electronic ledger function, to not only rapidly and systematically establish project ledger, but also detect, fill and complete the vacancy of institutional ledger system.
