Through reservation or on-site registration and a small amount of rent, people can rent building climbers in the community to help the disabled, the aged, or sick and weak people to climb the building. Following the pilot projects in Xuhui, Changning and Minhang districts, Shanghai Disabled Persons’ Federation will increase three pilot districts including Yangpu this year. Yangpu has recently taken the lead training operators so as to meet the growing demand, increase the utilization rate of the machines and reduce the cost.

　　“It is actually an electric wheel chair that can climb the stairs by itself,” said the people. When the building climber made its debut in Yangpu, cadres and assistants for the disabled who were receiving the training experienced the machine by themselves. As introduced, as long as the steps is 13 centimeters wide and 22 centimeters high, the machine can be used to help people in need to climb the stairs. The machine is small in size, nimble in turning directions, easy to disassemble. Charged with full electricity, the machine can climb 300-500 steps at one time based on the person it needs to carry. Over the pilot period, the supplier will send a special staff to operate the machine for the person in need. A young and healthy companion is also requested on site at the same time for the person in need.

　　The first batch of 40 cadres and assistants for the disabled has received the training in Yangpu. The pilot period will start from June and end in the end of December this year. The disabled will enjoy priority for this service. The aged and temporary patients can also be benefited with sufficient service capacity. The disabled with a certificate can get the coupon from the federation of the disabled persons in the neighborhood communities to enjoy free services. Other people in need have to pay RMB 4 for the machine to climb up and climb down as one time of service.

　　Now Yangpu has 15 such machines in 12 neighborhood communities (town). People in need may call the hot line 4006623996 for reservation. On legal working days, the service time is from 9am to 17pm and three hours of reservation in advance is requested; for service time from 7am to 9am or 17pm to 19pm, 12 hours of reservation in advance is requested. On weekends and national holidays, 24 hours reservation is requested.
